This mandatory statewide contract establishes a pool of qualified education consultants for the South Carolina Department of Education (SCDE), the Education Oversight Committee (EOC), school districts, and other government units. The purpose of this contract includes: Specialized Expertise: Provides outside skills for policy, testing, and trends that agencies lack internally. Qualified Provider List (QPL): Approved consultants are placed on a list for local government use. No Guarantee: Listing on the QPL does not guarantee future work or a contract award. Before Starting an assignment: Vendors cannot begin services until they complete and sign an Engagement Agreement and with the hiring agency or UGU for that assignment.
