Contractor has partnered with Fabric Brokers International (FBI) in order to provide Purchasing Entity with a safe, efficient and cost-effective solution for disposing of their expired and/or unneeded ballistic materials. Customers are invited to work directly with FBI to coordinate the transport, destruction and documentation of ballistic carrier vests, soft ballistic panels, and helmets. **IMPORTANT** Hard rifle plates and ballistic shields are excluded from the program. RECYCLING:

GH Armor has partnered with Davy Textiles of Statesville, North Carolina, to provide agencies a method of disposal for used soft armor panels with a documented chain of custody and certificate of destruction. Disposal is free of charge and the agency is responsible only for freight charges to the disposal location for quantities of 250 panel sets or less. The soft armor panels will be destroyed and recycled for use in non-ballistic commercial products and a certificate of destruction with serial number tracking will be provided to the agency. 

To participate in the recycling program: 

• Submit a request for destruction via email to customerservice@gharmor.com. 

• A form will be provided for additional details; return completed form to Customer Service. 

• Disposal of soft armor panels is free of charge. 

• Agency is responsible for freight for requests of less than 250 soft armor panel sets. 

• GH shall provide pickup free of charge for requests of more than 250 soft armor panel sets. 

• Within four weeks, Davy Textiles will provide the agency with confirmation of receipt and certificate of destruction, including serial number tracking, dependent on provision of serial numbers by the requesting agency.

RECYCLING:

Onyx Protective Group LLC arranges disposal of armor through two outsourcing companies. Fiber Brokers International and Ballistic Recycling International. Onyx Armor will accept Onyx product for disposal at our in-house facility. All vests are recycled in non-ballistic related products. Serial numbers are tracked with a certificate of destruction provided to the agency. The only cost the agency incurs is shipping the armor to the facility for recycling and disposal.

RECYCLING:

Disposal Requests to recycle ballistic vests are received to PBE via e-mail or telephone through the PBE Customer Service organization. Customer Service will respond/request more information, if needed, and will send a RMA (331021) to the Requesting company/customer that is to be used on the associated paperwork. The RMA is required to be placed on the paperwork and is used to track this material at our incoming warehouse and for the completion of the destruction. 

Packing Slip Information: The heading information, types of vest/components and serial numbers of front and back panels are recorded on Form 801060 & 801061. This information is only needed to accompany the shipment for disposal. Only the carrier and ballistic can be sent for disposal. DO NOT SEND HARD PLATES FOR DISPOSAL. 

Shipping Instructions: Shipping is at the cost of the shipper and is the choice of the shipper. The packaged product to be returned needs to have the Vest Recycle Shipment Label (801062) placed on each box in order for the return to be routed correctly once it arrives at Point Blank Enterprises, Inc. The ship to address is: Point Blank Enterprises 1931 SW 2nd Street Pompano Beach, FL 33069. 

Packaging: Vests will be packed in cardboard containers that are sturdy enough to withstand normal handling by a commercial carrier and weigh no more than 50 pounds each. 

Disposal: Once ready, the Vests/Components are taken to the cutting section and disposed of properly. There is no cost to the shipper forthe actual disposal of the vests. 

Records: PBE will keep a record on file of the disposal in electronic format. A copy can be requested.

Body Armor Destruction and Recycling

Davy Textiles Inc. works with local, state, and federal agencies to assist with the safe and secure disposal of your body armor. We strive to obtain the maximum recycle rate on materials received. Items that cannot be recycled are disposed of according to state and federal regulations. 

We suggest the panel inserts are boxed and palletized, when necessary, with no external markings or paperwork identifying the contents. Pallets should be numbered appropriately. (1 of 4, 2 of 4, etc.) Boxes weighing less than 150 lbs. can be shipped without pallets. Pictures should be taken to ensure there is no damage or tampering while in transport. 

It is required that you provide us with a vest panel count to ensure the complete shipment is received. For example, most concealable vests will have 2 panels, a front and back panel. Please note any exceptions. We will issue your disposal request (DR)number with the purchase order. Prior to shipping, email your Purchase Order to support@davytextiles.com. Make sure you include the agency name as you want it shown on the Certificate of Destruction.

Fee Schedule After two decades of free destruction service, we are now forced to charge a fee due to circumstances beyond our control. Vest panels = $3.00 per panel There will be an administrative fee of $150 for shipping less than 50 panels. Recycling 

Slate Solutions is committed to recycling 100% of the vests we replace. This valuable service is provided to all our military and law enforcement customers throughout North America. We securely destroy and recycle all indestructible material. We accept expired/used ballistic armor to be deconstructed and safely removed from ballistic circulation. Our goal is to have 100% of the byproduct scrap including para aramid/Kevlar to be used again for non ballistic end uses. 

The recycling process includes an Enrollment Form, Receipt, and Destruction (ERD) Request with all specified information. Vests should be sealed in boxes using tamper-evident tape. The agency can then ship items via common carrier (for example, Fed-Ex, UPS, or DHL). All agency departments should retain tracking records for all shipments and provide this information, as necessary, to maintain a chain of custody of the material. 

Once the items are received at our facility, your designated point of contact will be notified of the shipment's arrival in its entirety. At this time, the ballistics material is moved to a locked cage for serial number verification and accountability. We will reach out to the point of contact to verify the Accountability Report. 

Ballistics materials remain in the secured area to ensure all discrepancies (if there are any) are resolved. Processing, Deconstruction, and Reclamation Once verified and approved, Kevlar®, Twaron®, Zylon®, and other para-aramid materials are removed from the vest carriers to be deconstructed and sorted. 

Each material is designated for a specific end use. We never reuse materials for ballistics material manufacturing. Deconstructed material is broken down into fibers or pulp, then recycled to manufacture anything from car brakes to fire resistant gloves, etc.

End-of-Life Management Technical Requirement fulfilment. The purpose of this program is to provide a Take-Back program that destroys carriers, panels, and plates that are beyond their useful life. 

This User Guide provides the information for using the Armor Disposal and Recycling Program for this NASPO Master Agreement and the applicable Participating Addendum. 

USAGE/RULES 

The Armor Disposal and Recycling Program is for carriers, panels, and plates which are deemed beyond their useful life during the duration of this contract. ➢ There is no minimum requirement on numbers of carriers, panels, or plates beyond their useful life to participate in this program. 

There are no disposal or recycling costs for participants of this program except for shipping.

Program 1.0 Purpose 1.1 This procedure describes the processes for the management and execution of a Used Ballistic Vest/Component Recycle Program for United Shield International, LLC (USI) . The company or the entity that owns the vests are responsible for the freight to return the vest panels. USI will dispose of the ballistic panels free of charge. NO HARD PLATES ARE ACCEPTED. 

2.0 Responsibilities 2.1 The Returns Department is overall responsible for this program. 2.2 Customer Service is responsible for the daily operation and management of the Used Ballistic Vest/Component Recycle Program. Customer Service is responsible for receiving and processing the customer’s request for this service within five days. 2.3 The Warehouse Manager is responsible for receiving, inventorying, marking boxes, and insuring secure and segregated storage of recycled ballistic vest. 2.4 The Returns Department is responsible for the inspection and verification of all incoming vests and components. 2.5 The Returns Department is responsible to ensure the vests get disposed and that the proper paperwork is assembled. 

3.0 Definitions For the purpose of the Used Ballistic Vest/Component Recycle Program, used ballistic vests are defined as follows: 3.1 Outdated Ballistic Vests/Components – Ballistic vests having panels that have passed their warranty period of 5 years. 3.2 Damaged Ballistic Vests/Components – Ballistic vests having ballistic panels whose ballistic protection has been compromised by bullet or fragment strikes, tears, cuts, holes in heat sealed ballistic covers, or exposure to harmful chemicals. 3.3 Request and Record of Used Ballistic Vest/Component Disposal – Request Record Ballistic Disposal Form (801060) and Req & Record Ballistic Form Continuation (101061) are provided to and initiated by customers when they have ballistic vests to recycle. This form contains all information required for a permanent record of every ballistic panel’s disposition by serial number. The form may be used for a single vest/component or large numbers of products. RMA- Return authorization Form.
