The purpose of this solicitation is to establish a list of service providers for high intensity tutoring services and resources for all Using Governmental Units (UGUs) in South Carolina. Approved vendors will be placed on a qualified provider list (QPL). Proviso 1A.72 ADD (SDE – EIA: High Intensity Tutoring) SFC: ADD new proviso to direct SDE to provide funds to school districts and community partners to pilot academic support programs for high-dosage, low ratio tutoring by compensated tutors for mathematics and reading. Directs SDE to prioritize available funding for academic support program applications. Provides the scheduling and student placement requirements of the tutoring sessions. Requires SDE and EOC to prepare a report on the effectiveness of the academic support group programs and submit it to the Governor and General Assembly. Directs LEAs and charter schools to submit data to SDE upon request.

Tutoring Sessions shall meet the following at a minimum:
 Minimum of 1.5 hours per week
 Sessions scheduled twice a week at a minimum of forty-five minutes.
 Groups shall not have more than three students per tutor.
 Smaller groups shall be at the discretion of the individual UGUs only.
 Occur within or outside the regular school day.
