Statewide Term Contracts

This is a state term contract for the rental of the large trucks (box trucks, heavy duty pickups, and Stakebed) and cargo van rentals.

VLF:  A Change Order was executed to incorporate the permissible use of the Vendor Licensing Fee (VLF) as it relates to the performance under the terms of the contract. The VLF is a permissible charge for this contract since inception date of 4/17/2021 at a rate of $3.99 per day.  On 05/07/2021, the VLF was lowered to $2.99 per day.  On 10/14/2021, the VLF was reduced to $0.50 per day.  On 6/28/2022, a change order was executed to increase the VLF to $2.25 per day.  On 7/21/2023, a change order was executed to increase the VLF to $3.99 per day.  Effective 12/28/2023 via an executed Change Order to the contract, the VLF was decreased from $3.99 to $3.29 per day. Effective 08/15/2024 via an executed Change Order to the contract, the VLF was decreased from $3.29 to $1.50 per day. Effective 12/06/2024 via an executed Change Order to the contract, the VLF was increased from $1.50 to $2.50 per day.  Effective 04/24/2025 via an executed Change Order to the contract, the VLF was increased from $2.50 to $3.00 per day.  Effective 02/01/2026 the VLF fee is $3.50

Mileage: All rates include a minimum number of miles (Daily-150 miles, Weekly-1050 miles, Monthly-2200 miles). The per mile rate applies once the minimum number of miles is exceeded.

Authorized Drivers: Minimum age for the Cargo Van class is 18 years old. The Contractor, at their discretion, may require a minimum age of 21 for all other classes.

Drop Fee: If using governmental unit employees choose to drop vehicles at another location in South Carolina that is more than 500 miles from the initiating location, the using governmental unit will pay the drop fee at the rate listed in the pricing attachment. Drop fees shall be itemized in the monthly statements provided to the using governmental unit.
